IEBC receives first batch of ballot papers ahead of November 27 by-elections

The Commission expects the remaining 29 pallets to be delivered by Friday at 7:30 pm. Distribution of all election materials to constituency tallying centres is set to start on November 21.

The Independent Electoral and Boundaries Commission (IEBC) has received the first batch of ballot papers and statutory forms for the upcoming by-elections scheduled for November 27, 2025.

IEBC Chairperson Erastus Ethekon confirmed the arrival of 10 pallets of materials on Thursday night, marking the beginning of preparations for elections that will fill several vacant seats across the country.

The Commission expects the remaining 29 pallets to be delivered by Friday at 7:30 pm. Distribution of all election materials to constituency tallying centres is set to start on November 21.

Ballot papers for remote and high-risk areas, such as Banisa and Mandera, will be transported by air due to security concerns and logistical challenges.

To ensure transparency, IEBC invited all 51 participating political parties to witness the arrival of the ballot papers.

The materials were printed in Athens, Greece, by Inform Lykos (Hellas) SA at Sh27 million. Ethekon reiterated the Commission’s commitment to holding free, fair, and credible elections.

Last month, Ethekon had expressed disappointment that the ballot papers could not be printed locally.

He noted that printing in Kenya would not only cut costs and logistical delays but also strengthen local capacity. However, IEBC stated that a lack of trust has prevented them from contracting a local printer or using a government printer.

The November 27 by-elections will fill multiple seats left vacant for over two years. Among them are Angata Nanyokie Ward in Samburu, Chemundu/Kapng’etuny Ward in Nandi, Chewani Ward in Tana River, Fafi Ward in Garissa, Kariobangi North Ward in Nairobi City, Kisa East Ward in Kakamega, and Metkei Ward in Elgeyo Marakwet.

Other areas going to the ballot include Mumbuni North Ward in Machakos, Narok Town Ward in Narok, Purko Ward in Kajiado, Tembelio Ward in Uasin Gishu, Nyansiongo, Nyamaiya, and Ekerenyo Wards in Nyamira, as well as Lake Zone and Nanaam Wards in Turkana.

The by-elections will also cover the Baringo Senate seat, MPs for Banissa, Kasipul, Magarini, Malava, Mbeere North, Ugunja, and the MCA seat for Kabuchai.

All participating political parties were required to submit the names of their candidates by September 17, while public officers intending to contest had to resign within seven days of the notice.
